SEE.EU

A New Window into Europe’s News

SEE.EU is our core project for a European multilingual, federated news gateway built on trust, transparency, and public values. It connects media libraries from trusted public broadcasters across Europe – making quality news available to all, in their own language.

In times of times of disinformation, SEE.EU affirms the right of all Europeans to access verified news. We do not create new media – we connect what already exists and make it visible and accessible, fairly and transparently

Legal Foundation

SEE.EU is grounded in key European legal frameworks that guarantee the free flow of information and cross-border media accessibility. These legal bases ensure that SEE.EU operates within a shared European legal space, enabling public service media to reach citizens across all Member States

Article 11 EU Charter of Fundamental Rights

Directive (EU) 2019/789 – Cable and Satellite

§ 30 f (3) – German Reformstaatsvertrag

How it works

SEE.EU relies on a modern and decentralised infrastructure to make quality news accessible across borders. The following key components explain how the platform operates in practice.

Federated Architecture

SEE.EU connects European broadcasters through a decentralised network using ActivityPub. Each Provider controls their own content while contributing to a shared European media space.

Multilingual Meta Search

A powerful search engine gives access to trustworthy news in all 24 EU languages. Videos are played directly on the orginal broadcaster’s platforms.

Automatic Translation

Subtitles or voice-overs are added automatically or in real time when needed. Translated versions are made available in all official EU languages, ensuring access for citizens across all Member States.

User-Centered Experience

Citizens can personalise their news experience with a recommender based on public value. All data usage complies trictly with EU data protection laws.

Why it matters

SEE.EU is more than just a technical solution — it’s a response to urgent challenges in the European media landscape. The platform strengthens democracy, media pluralism, and cross-border cooperation through the following principles:

Democratic Access

Every EU citizen has the right to access trustworthy news — regardless of language or location. SEE.EU ensures that public value content reaches everyone

Combating Disinformation

By curating only licensed and verified sources, SEE.EU offers a reliable alternative to disinformation and algorithm-driven echo chambers.

Media Diversity & Sovereignty

The platform supports European media independence by reducing reliance on global tech monopolies, giving quality journalism the visibility it deserves

Digital Integration in the EU

SEE.EU demonstrates how digital tools can strengthen European integration — connecting national media systems through shared infrastructure and values

Recent Developments

SEE.EU aligns with several significant European initiatives that are shaping the future of public service media and democratic engagement:

Cross-Border Media Collaboration

Ongoing negotiations among European public service broadcasters aim to enhance cross-border media cooperation. These efforts focus on establishing interoperable platforms, shared metadata standards, and multilingual content delivery systems, facilitating seamless access to trustworthy news across the EU.

European Democracy Shield (EUDS)

In February 2025, the European Parliament inaugurated the European Democracy Shield (EUDS), a special committee dedicated to safeguarding democratic processes against internal and external threats.

ARD & ZDF’s Streaming OS Initiative

German public broadcasters ARD and ZDF have launched a joint open-source project known as Streaming OS. This initiative aims to develop a shared technical platform for their media libraries, promoting efficiency, transparency, and public value.
